    Annual report on the status of the implementation of the provisions of the Virginia Electric Utility Regulation Act. The report shall include the State Corporation Commission's (SCC) recommendations for any actions by the General Assembly, the SCC, electric utilities, or any other entity that the SCC considers to be in the public interest; and shall independently consider whether elements of an effective performance-based regulatory framework to evaluate and potentially improve electric utility performance and cost control incentives in the Commonwealth are in the public interest and develop related legislative recommendations.
