    Report on the findings of the work group convened to determine the appropriateness of adding a surcharge to local government permitting fees to defray state costs for the Smart Solar Permitting Platform established pursuant to § 45.2-1735 of the Code of Virginia, including, if the work group determines that such surcharge is appropriate, (i) an estimate of the necessary adjustments to local government permitting fees to offset the costs for state development, maintenance, and operation of a centralized solar permitting platform and (ii) a method for collecting any such adjustments to local government permitting fees.
