    Report on the registry of manufactured home park owners in the Commonwealth relating to: (i) the necessity of assessing a fee for the submission of applications to cover the Department of Housing and Community Development's administrative and storage costs associated with maintaining the manufactured home park registry; (ii) if appropriate, a recommended registration fee amount; (iii) the necessity of a fine for manufactured home park operators that fail to register with the department to ensure compliance with this paragraph; and (iv) if appropriate, a recommended fine amount.
