The latest major revision in the Child Labor Laws of Virginia was had in 1948 and the changes represented a progressive step forward. Various amendments have been made from time to time since in these statutes and some of them have not been too well considered. The General Assembly of 1958 was of opinion that an overall study of these statutes should be made, with a view to correcting deficiencies and making such other changes as experience might dictate. Accordingly, Senate Joint Resolution No. 10 was adopted directing the Virginia Advisory Legislative Council to make the indicated study and report.

The Committee, upon completion of its deliberations, made its report to the Council. The Council has carefully reviewed the report of the Committee, and now submits the following observations and recommendations for amendment of the child labor laws.
