Executive Summary:

The studies requested by House Joint Resolution No. 95, adopted by the General Assembly at the 1960 Session, have been duly conducted by the Virginia State Bar and The Virginia State Bar Association and these organizations, hereafter ref erred to as the Bar Organizations, now respectfully report their conclusions as to each inquiry in the order prescribed by the resolution.
