Senate Joint Resolution 20 was adopted by the 1960 General Assembly requesting the Supreme Court of Appeals of Virginia and the Judicial Council to make a study of the work of the several courts of record of the counties and cities with a view to establishing the work loads of the courts, the variations between them, the jurisdiction and administrative duties of such courts, and whether, by administrative action or statutory changes, an equalization of such work loads may be accomplished with a view of increasing the efficiency of the administration of justice throughout the State.
