Executive Summary:

In the 1974 Session of the General Assembly, the House of Delegates adopted House Resolution No. 14 directing its Committee on Counties, Cities and Towns to study planning, funding and siting for public facilities and questions related to furnishing such public facilities to accommodate growth in Virginia's counties and municipalities.

The Committee on Counties, Cities and Towns appointed from its membership a Subcommittee of five persons to conduct the study. They were: the Honorable Robert E. Washington of Norfolk, Chairman of the Subcommittee, the Honorable Stanley G. Bryan of Chesapeake, the Honorable Clinton Miller of Woodstock, the Honorable Franklin M. Slayton of South Boston and the Honorable Raymond E. Vickery, Jr., of Vienna.
