The 1974 General Assembly, in House Joint Resolution No. 231, requested that the Joint Legislative Audit and Review Commission evaluate the associations of which State agencies are members.

Concurrent with this action of the General Assembly, the Executive branch and the Virginia Commission on Interstate Cooperation initiated an extensive study of agency participation in associations, organizations and interstate compacts and agreements. The Division of State Planning and Community Affairs was directed, at that time, to survey State agencies and report its findings. A questionnaire was distributed to all agencies in Executive, Legislative and Judicial Departments and its report is to be submitted to the Secretary of Administration and the Commission on Interstate Cooperation on December 15.
