HD28 - Interim Report of the Commission to Study the Rights of Public Employees
Executive Summary: The Commission's work since the 1974 Session of the General Assembly essentially falls into two areas, as reflected by its subcommittee structure. The recommendations of the Commission's Grievance Procedure Subcommittee (treated in Part II of this report) were unanimously approved by the full Commission; however, the Commission was not so successful in reaching a consensus, or even a majority opinion, on the recommendations of the Legislative Proposals Subcommittee (treated in Part I of this report). The Legislative Proposals Subcommittee recommended that legislation be enacted which would permit public employers and public employees to reach enforceable agreements resulting from collective bargaining; and provide for new sanctions, and the more flexible administration of these sanctions, for violations of the prohibition against public employees engaging in strikes. |
