Executive Summary:

The Commission on the Legislative Process made a comprehensive report to the 1974 Session requesting the approval of five recommendations. Staffing, facilities, computer technology, legislative procedures and related matters were discussed. Some of the recommendations were approved by the General Assembly but other matters remained to be considered in greater detail. House Joint Resolution No. 39 of the 1974 Session continued the Commission in order that it might continue its review of the legislative process. Although the resolution directs the Commission to report January 1, 1976, the Commission finds the need to make certain recommendations that require the action of the Assembly this session. The Commission makes this interim report pursuant to the directives of House Joint Resolution No. 39.
