Executive Summary:

At the direction of the 1974 session of the General Assembly, the Council appointed a committee to study the needs of young children and reported its findings and recommendations to the Governor and General Assembly. Because the committee had not had the time to consider adequately the broad terms of the resolution, the Assembly directed the Council to continue its study by House Joint Resolution No. 192.
