Executive Summary:

The 1977 Session of the General Assembly took two major steps in an effort to rectify what it perceived as inequities in the manner in which State funds are disbursed to the localities for the support of various functions. The first was the passage of H.B. 2160 which established, among other things, a general State funding formula based on local need, local fiscal ability, and local tax effort. The Governor vetoed this bill. The other step was the establishment of a study commission with a charge to address the problem further.
