Executive Summary: Recognizing that the Commonwealth and its political subdivisions make sizeable expenditures for the procurement of architects and engineers for capital projects and that there has been a lack of uniformity in this selection process, the 1979 General Assembly adopted a resolution charging a joint subcommittee with an investigation of alternative methods of selection. |
