HD24 - The Effects of the Changes in the Telecommunications Industry on the Citizens and Businesses in the Commonwealth
Executive Summary: In 1982, the General Assembly, realizing that the state government had a role to play in the development of the changing telecommunications industry to ensure that the high quality and availability telephone services were maintained for the citizens and businesses of the Commonwealth, established a joint subcommittee to study the changes and to make recommendations to it. The industry at that time was beginning to shift from a traditionally regulated monopolistic structure to an increasingly competitive market. Because of the complexity of the issues and the continuous changes taking place, the study which was established pursuant to House Joint Resolution No. 84 of 1982 was continued in 1983 by House Joint Resolution No. 63, in 1984 by House Joint Resolution No. 53, and in 1985, for its last year of study, by House Joint Resolution No. 240.
