HD25 - A Report on Agency Nomenclature and Classification of Executive Branch Collegial Bodies
Executive Summary: Background Recent reports issued by the Governor and the legislature have pointed out the need to increase public understanding of state government, particularly the purposes and activities of state agencies. In the 1984 and 1985 Sessions of the General Assembly, legislation was enacted to meet this need by establishing a system of standardized nomenclature for state agencies and by defining the powers and authorities granted to executive branch boards, commissions and councils. Purpose This study's objectives are to determine the appropriate designation for 14 state agencies that will bring these agencies into conformance with the standardized nomenclature statute (§ 2.1-1.2 of the Code of Virginia) and to put into effect a standard classification system for 300 executive branch boards, commissions and councils that will conform with the principles articulated in § 9-6.25 of the Code. Recommendations The recommended titles for the 14 agencies are: Current Title: Commission on Local Government Recommended Title: Council on local Government Current Title: Compensation Board Recommended Title: Compensation Council Current Title: State Board of Elections (*1) Recommended Title: Virginia Board of Elections, Virginia Department of Elections Current Title: Commission of Game and Inland Fisheries (*1) Recommended Title: Game and Inland Fisheries Board, Department of Game and Inland Fisheries Current Title: Council on the Environment Recommended Title: Environmental Policy Board, Department of Environmental Policy Current Title: Marine Resources Commission (*1) Recommended Title: Marine Resources Board, Department of Marine Resources Current Title: Milk Commission (*1) Recommended Title: Milk Marketing Board, Department of Milk Marketing Current Title: State Air Pollution Control Board (*1) Recommended Title: State Air Pollution Board, Department of Air Pollution Control Current Title: Virginia Employment Commission Recommended Title: Department of Employment Services Current Title: State Council of Higher Education for Virginia (*1) Recommended Title: State Higher Education Coordinating Board, Department for Higher Education Coordination Current Title: Virginia Commission for the Arts Recommended Title: Virginia Council for the Arts Current Title: Commonwealth's Attorneys' Services and Training Council Recommended Title: No Title Change Current Title: Virginia Parole Board Recommended Title: Virginia Parole Council The recommendations for the classifications of executive branch boards, commissions and councils are: • 65 boards, commissions and councils should be exempted from classification, • 116 should be classified as advisory collegial bodies, • 10 should be designated as policy-making collegial bodies, and • 49 should be classified as supervisory collegial bodies. The specific classification recommended for each collegial body is found in the section entitled "Principles and Designations." (*1) The agency's collegial body and administrative structure share an identical title. |
