SD13 - The Necessity of Legislation Regarding Dangerous Domestic Animals
Executive Summary: The 1990 Session of the Virginia General Assembly adopted Senate Joint Resolution No. 136, which requested that the Society for the Prevention of Cruelty to Animals (the Virginia Federation of Humane Societies or VFHS) and the Virginia Animal Control Association (VACA) jointly examine the necessity of legislation regarding dangerous domestic animals. SJR 136 encouraged these organizations to consider whether certain animals should be designated as "vicious animals," and their owners made subject to specific responsibilities regarding the ownership and kenneling of such animals and also required to take precautions to protect the public.
