HD3 - The Governor's Task Force on Promotion of the Arts
Executive Summary: The Governor's Task Force on Promotion of the Arts looked at the results of state funding of the arts through the Virginia Commission for the Arts and the impact of the state spending cuts on the arts. The finding of the Task Force was that there has been expansive growth in the arts in all areas of the state as a result of the programs of the Commission for the Arts. These programs have had a multiplier effect by encouraging additional funding from individuals, businesses, and local governments. The public dollars have made it possible for millions of Virginians in all parts of the state to participate in the arts, regardless of income, race, age, disability, or social barriers. It is the recommendation of the Task Force that the General Assembly reconfirm its commitment to promoting the arts by rewriting the enabling legislation of the Commission for the Arts to detail state government goals for the arts and to direct the Commission to address specific issues. These goals and issues are on pages 5 and 6 of this report. Furthermore, the Task Force recommends that the General Assembly establish a financial goal of an annual General Fund appropriation for the Commission of $1 per citizen of the Commonwealth. The Task Force recognizes that with the pressures on the state budget that it will take some time to reach this financial goal.
