Executive Summary: The 1996 Session of the General Assembly passed House Joint Resolution No. 104 (Appendix A) establishing a joint subcommittee to study drinking water supply problems and funding mechanisms to correct drinking water deficiencies in southwestern Virginia. (*1) The 10-member subcommittee was charged with making recommendations on potential funding mechanisms to resolve the drinking water problems. In making its recommendations, the subcommittee was to analyze the appropriate role that the state should play in assisting with funding. |
