RD212 - Annual Report on Energy Assistance
Executive Summary: This is the seventh annual report on the effectiveness of low-income energy assistance programs in the Commonwealth. The report evaluates the effectiveness of energy assistance programs for low-income households and the adequacy of energy assistance benefits. The manner in which low-income households attempt to cope with increases in home energy costs is also addressed. Additionally, the report discusses the impact of high energy costs on households, decreases in recipient benefit purchasing power and the difficult choices facing vulnerable, low-income individuals and families in the Commonwealth. An analysis of data contained in this report documents the significant and positive impact energy assistance programs have on recipient households as well as the significant shortfall in available resources to serve eligible households. |
