SD5 - Executive Summary of the Joint Subcommittee Studying the Feasibility of a Statewide Health Insurance Experience Pool for Educators and Local Government Employees

    Executive Summary:
Joint Subcommittee Studying the Feasibility of a Statewide Health Insurance Experience Pool for Educators and Local Government Employees (SJR 372, 2007)

The Committee held two meetings: the first on September 5, 2007, in the General Assembly Building, and the second on October 10, 2007 again in the General Assembly Building. The Joint Subcommittee's mandate under SJR 372 of 2007 expired on November 30, 2007.

After hearing several briefings from state and local officials, the Virginia and National Education Associations, the Virginia Municipal League, the Virginia Association of Counties, and private industry consultants specializing in health care insurance, members of the Joint Subcommittee reached a consensus that the General Assembly should not take any action in this area without the benefit of in-depth technical research being performed preferably by a Virginia institution of higher education. The Virginia Education Association stated that it would contact Virginia institutions of higher education to determine their willingness to perform such research.

No formal report of any findings or recommendations of the Joint Subcommittee will be submitted as a Senate Document to the 2008 Session.
