HD3 - Executive Summary of the U.S. Route 460 Communications Committee (HJR 159, 2008)


    Executive Summary:
    The Committee held but one meeting in 2008 (April 28). At that meeting the Committee was briefed by Virginia Department of Transportation (VDOT) on the background and present status of the U.S. Route 460 improvement project. While VDOT had earlier anticipated making a request for detailed proposals (RFDP) in the Fall of 2007, even the Department's plans for making its RFDP in the Fall of 2008 have had to be delayed, as have its expectations of receiving detailed proposals from the potential "private partners" by the spring of 2009. The largest and most difficult obstacle continues to be how much public funding will be available for the project, and what the source of that funding might be. Until there is a commitment of public funding, it is hard to move forward on this project. The Committee's mandate under HJR 159 of 2008 extends until the end of November, and during the coming year the Committee hopes, with VDOT's help, to build public support for the U.S. 460 project, and look into the public's level of tolling tolerance, public monies, and any interchange issues.
