Executive Summary:
Appendix B contains a prioritized list of LDSS requests for state reimbursement for renovating existing space, relocating, or constructing new space, as required by Item 335 C of the Act.

The purpose of the requirement in Item 335 C of the Act that DSS prioritize local requests for increased state reimbursement is so that funding requests by LDSS are systematically evaluated. The prioritized list was compiled using a data collection model developed by DSS with support from the Virginia League of Social Services Executives’ (League) Administrative Committee in July of 2006. The data collection tool was developed with guidance provided in the 2006 Appropriation Act, similar tools used by the Departments of Health and General Services, and input from DSS and League core team members.

This report prioritizes local space needs based on a set of quantitative measures. Ratings of space were completed at the local level. The raw data received was then normalized for scoring disparities and weighted based on criteria agreed to by DSS and the League Administrative Committee.

In general terms, LDSS space costs are funded by a mix of approximately 52% state, 33% federal, and 15% local funds.

DSS recognizes that there is significant need for additions to and improvement of LDSS facilities. DSS will distribute funds to LDSS based on the prioritized list contained in the 2006 report.

Total funding of approximately $1.3 million, consisting of $780,000 in general funds and $520,000 in federal funds, would allow DSS to address the needs of the “top 30” whose space needs have not been addressed.
