HD13 - Low Performing Schools in Urban High Poverty Communities


Executive Summary:
For this study, JLARC staff reviewed low performing public schools in urban high poverty communities in Virginia. As directed by the mandate, staff examined improvement efforts, including mergers, takeovers, charter schools, and other turnaround efforts, in Virginia and in other states. Particular attention was given to state takeover models in Louisiana and Tennessee. The report includes recommendations.
