RD212 - Interstate Commission for Juveniles Annual Report FY2015


Executive Summary:
Fiscal Year 2015 marks another year of progress for the Interstate Commission for Juveniles. The dedication of the Commission’s committees and regions to reaching the goals set forth in the 2013-2016 Strategic Initiatives is evident in the long list of accomplishments outlined in this report. I am honored to serve alongside the individuals comprising this organization who have volunteered their time and knowledge to ensure ICJ embodies its vision. Without such dedication by its members, the success of the Commission would not be possible.

This year, the Executive Committee introduced the Performance Measurement Plan as defined in the strategic initiatives. Conclusions from its results will not only ensure states are operating according to ICJ policies and procedures, but identify the Commission’s strengths and weaknesses. Additionally, for the last two years, the Rules Committee diligently worked to improve clarity and consistency of ICJ Rules. As their hard work comes to fruition in this rule-making year, I applaud the committee’s commitment to the Commission’s goals and am thankful for their efforts. With knowledge gained from the Performance Measurement Plan and stronger, more stable rules, I look forward to seeing the Commission advance in the coming years.

The Training, Education and Public Relations Committee continues to develop and provide training on Rules, JIDS and Compact procedures. To improve on the delivery of nationwide training, the committee is developing self-paced training using interactive software that offers a better and more engaging learning experience for understanding Rules and JIDS. Likewise, the Information Technology Committee made helpful changes to the ICJ Forms and processes to assist Compact staff in their day-to-day work.

Also new this year is the ICJ Leadership Award. Implemented by the Executive Committee, the award recognizes an individual who exhibits outstanding leadership and dedication to ICJ. The first ICJ Leadership Award will be announced at the 2015 Annual Business Meeting.

The Interstate Commission for Juveniles continues to develop and become an integral part of the juvenile justice system. With Commission members who volunteer to run for office, serve on committees, and conduct training around the country, as well as the dedication and skills of the national office staff, we have the tools we need to continue to move forward. I am proud to be a part of our mission to protect public safety and provide services to the juveniles of our country.
