SD15 - Sixth Annual Executive Summary Commemorative Commission to Honor the Contributions of the Women of Virginia
Executive Summary: The Commission to Honor the Achievements of Virginia Women, or its executive committee, met six times during 2016. At the June meeting, the Executive Committee was reconstituted and now consists of the following members: Susan Schaar, Dr. Sandra Treadway, Sen. Mary-Margaret Whipple, Jaqueline Cook Hedblom, and Secretary Rodrigues. The Executive Committee has the authority to approve contracts and report back to the full commission. The commission appointed an agent to act as a liaison between the commission and DGS, to consult on contracts that involve DGS, and to aid in other duties as assigned. The current agent is Holly Eve of DGS. The attorney general’s office provides legal advice. The commission has hired an additional fundraising coordinator to work in partnership with the executive director of the Virginia Capitol Foundation. A steering committee of prominent Virginians from all regions of the state is being formed to assist in publicizing the plans for the Monument and raising funds for its construction. Each of the former first ladies of Virginia has agreed to be part of the First Ladies Circle, endorsing the project. A number of activities were undertaken to publicize the project to the general public, including displays in public libraries, speaking engagements and articles, including an article written by Dr. Treadway in the Capitol Connections magazine. A meeting was held at Randolph-Macon with faculty of gender studies programs at Virginia colleges and universities. Creation and Charge of the Commission In 2010, the Virginia General Assembly established a commemorative Commission to honor the contributions of the women of Virginia with a monument on the grounds of Capitol Square. The charge of the Commission, as stated in the Joint Resolution was as follows: The Commission shall determine and recommend to the General Assembly an appropriate monument in Capitol Square to commemorate the contributions of the women of Virginia. The Commission shall seek private funding for the operation and support of the Commission and the erection of an appropriate monument. The costs of implementation of the Commission, its work, and the compensation and reimbursement of members shall be borne by the Commission from such private funds as it may acquire to cover the costs of its operation and work. All agencies of the Commonwealth shall provide assistance to the Commission, upon request. Members of the Commission As designated in the Joint Resolution, the commemorative Commission shall consist of a total of 19 members as follows: the Governor of Virginia who shall serve as Chairman thereof, the Chairwoman of the Senate Committee on Rules, one member of the Senate appointed by the Senate Committee on Rules, the Clerk of the Senate, the Speaker of the House of Delegates, one member of the House of Delegates at large appointed by the Speaker of the House of Delegates, the Clerk of the House of Delegates; eight non legislative citizen members of whom three members shall be appointed by the Governor, two of whom shall be appointed by the Senate Committee on Rules, and three of whom shall be appointed by the Speaker of the House of Delegates. The Secretary of Administration or his designee, the Librarian of Virginia or her designee, the Executive Director of the Capitol Square Preservation Council, and the Executive Director of the Virginia Capitol Foundation shall serve ex officio with nonvoting privileges. Bryan. Meetings and Significant Actions Women of Virginia Commemorative Commission Meeting Minutes: 3/28/2016 Call to order at 10:33…there was no quorum for this meeting…Sen. Whipple: We should adjust commission rules to add some provision for either electric voting or sending paper around for signatures…hope to have a meeting in June, September and December…we need to give much more notice in the future to plan for meetings. Nominations for the Wall of Honor: 245 nominations so far…since we are a while away from actually having a glass wall to etch names, we should discuss extending the deadline/keeping nominations open-ended for now…take March 31 deadline off the website…also tweet/post on Facebook about nominations now being open Fundraising Report: Article in RTD about Maggie Walker student and her creation of the Women’s Commission Facebook page…as a result, letter to Editor in RTD, and checks that have come in (total of $2,288 from seven individuals…follow up with these bigger donors to see if they could give more and/or have reception to spread information to others…Warren Thompson offered restaurants to use for fundraising…S.Schaar: Sen. McDougle is involved with the Hanover County Rotary Club and could explore that as an avenue for donations…a few events hosted…information meeting during session…meeting with local DAR…KIWANIS Club meeting…Haven’t been so successful with bigger donations, so its important to press the concept of gifts being welcome of all sizes…Donation cards passed out…Sec. Rodrigues has been handing them out extensively….Dr. Treadway: annual Women in History event on Thursday; will hand cards out then…still pursuing groups to “adopt” women featured in monument (Sen. Whipple: We need to step up our game…VA Farmers Bureau has been helpful…More than half of the Capitol Foundation board members have prospects in mind for donations…Crowd sourcing: good to use at the end of the fundraising process to get a last surge of donations…issue raised by Attorney General’s Office: No easy way to donate on the website…A Lynch: easiest way to donate is to donate to Capitol Foundation and earmark donation for the Women’s Monument….Sec. Rodrigues: We need to have a meeting of the minds at the next commission meeting with the Monument Group…A. Lynch: Yes, we should focus on having every woman donate $1 for every woman in Virginia…S.Schaar is drafting a letter to family/friends to ask for support…need to regroup on “Friends of” project and follow through…maybe plan regional event for people who have already said they would be in that group…need to resurrect Capitol event…looking at the end of May…there will be a 20-19 commemoration…impact of Women Committee…Dr. Treadway, Sen. Whipple and Lisa Hicks-Thomas are all members…committee has agreed to make the women’s monument their legacy project for 2019…this means that by the summer, we need to have money in hand…important to follow all leads…do all the things you’ve thought of doing but haven’t…each member should send a friends/family letter asking for support…S.Schaar: Indian Commission has gotten $100,000 total from the state budget; we’ve gotten nothing…it may be time to talk to Joint Rules…S.Schaar: we should offer the city the chance to sponsor our Maggie Walker instead of theirs Contract Update: Negotiations continue…there is the option of an elaborate photo shoot done in New York, sculptor would be in charge…will give us/potential donors a better way to envision what the monument will look like. Adjournment: 11:26 ___________________________________________________ Women of Virginia Commemorative Committee Meeting Minutes: 6/27/2016 Senator Mary Margaret Whipple, Vice-Chair of the Commission, called the meeting to order. After Senator Whipple welcomed everyone to the meeting, each member present introduced themselves. Julie Whitlock and Krysta Jones joined the meeting by teleconference. Once there was a quorum established, the commission moved on to administrative issues. After a motion made by Susan Schaar, the agenda was approved. There was a discussion about bylaws for Gubernatorial boards and commissions, and also for 501 (c3) organizations; it was determined that bylaws are not necessary for this particular commission. Senator McDougle then made a motion to dissolve all previous committees and subcommittees of this commission so that the Executive Committee could be reconstituted. The Executive Committee now consists of the following members: Susan Schaar, Dr. Sandra Treadway, Sen. Mary-Margaret Whipple, Jaqueline Cook Hedblom, and Secretary Rodrigues. The Executive Committee will be able to approve contracts and report back to the full commission. The commission then appointed Julie Whitlock as agent. Julie Whitlock, the legal/legislative director of DGS, is appointed to act as a liaison between the commission and DGS, to consult on contracts that involve DGS, and to aid in other duties as assigned. The attorney general’s office will also help with legal advice. The commission then proposed hiring a fundraiser; a motion was made by EJ Scott to hire Capitol Campaign Partners as an additional fundraising coordinator, which was followed by a discussion of their duties, with the final contract to be approved by the executive committee. The minutes were then approved after a motion by Susan Schaar. Next, the fundraising report was given by Janet Geldzahler, the Chair of the Virginia Capitol Foundation Board. The fundraising goal is $3.7 million for the Women’s Monument itself, and the total goal for the campaign is $10 million. The Commission was asked to approve the cost of invitations, postage, ABC license, and valet parking for the event held at the Capitol. Specifically, $2129.06 + 226 for invites, plus $40.18 for postage was moved, seconded and passed. The Virginia Capitol Foundation is working with several donors as well as with the Monument Group, and there are several prospects—see Alice Lynch and/or the Virginia Capitol Foundation in general for specific names. There have been several events which have already taken place and will take place in the near future, although there is still a need for members to host more events. In looking at donation patterns, donor money has primarily come from the Richmond area, and major companies have been approached to donate to the campaign as a whole—not for specific projects. WRIC did an extended piece for marketing/PR this spring, the Richmond Times Dispatch is doing a full page photo spread on the Monument Event from May 19th, and Dr. Treadway wrote an article featured in Capitol Connections. There are fundraising packets available, postcards for handing out, and materials for display. Senator Whipple then opened up the meeting to comments from members. Secretary Rodrigues introduced Jasmine Flowers, a Governor’s Fellow, who will be helping with the Women’s Monument this summer. Jasmine reported that she has been working on outreach for the project through different means—she made phone calls to women’s organizations in addition to working on the Facebook page to increase the number of likes, shares, and views. Krysta Jones mentioned the groups she has spoken to and events in her area. Senator Whipple reminded the commission that the 2019 commemorative committee will donate money to the monument with the hope of dedicating it during the 2019 commemoration; therefore, we hope to raise all funds by fall of 2017. An opportunity for members of the public to speak was given, but there was no public comment. A roll call was taken by each member introducing themselves, and a quorum was established. The only member absent was Senator Mary Margaret Whipple, who listened in by phone. In addition to the members in attendance, Julie Whitlock from the Department of General Services and three representatives from the Office of the Attorney General were present. Secretary Rodrigues lead the meeting, first by giving a brief overview of the consulting agreement. After a few revisions suggested by members, a motion was made that the contract be accepted with those amendments and then was unanimously agreed to. The members also unanimously voted to give Secretary Rodrigues the responsibility of negotiating provisions in the contract as voted on. Julie Whitlock from the Department of General Services updated everyone on the status of the plaza construction portion of the project, using the schematic design booklet as a demonstration of various items. She pointed out the sidewalks and how they will fit into the design - what’s needed and what already exists. Along with Secretary Rodrigues, she reviewed a handout outlining the A/E scope of work. Ms. Whitlock explained that the appropriate people from DGS will get together and suggest a few A/E firms to work with that have been used in the past, and the Executive Committee gave Secretary Rodrigues the task of selecting and negotiating the contract with the chosen firm. Ms. Whitlock explained the process of selecting the firm and all that follows leading up to the actual construction of the plaza. Once the A/E firm is selected and in place, a full Commission meeting will be called. Secretary Rodrigues suggested a task force to come up with the quotes and timeline that would be featured on the plaza but Dr. Treadway replied that the Library of Virginia is handling that. Jazmine Flowers from Secretary Rodrigues’ office then gave a report on the outreach project that she has undertaken this summer. She has been focusing on Facebook and contacting as many women’s groups throughout Virginia as she can. She has added articles to increase the Monument’s Facebook page “likes” and has set up a conference call series in August for members of the Commission to speak with directors of Women’s/Gender studies departments in Virginia Universities and explain the Women’s Monument project. Instructions on how to join in on the call would be sent out to members in the coming week. Senator Whipple called the meeting to order. In addition to Senator Whipple, Secretary Rodrigues and Dr. Sandra Treadway were in attendance. Secretary Rodrigues moved that the Executive Committee convene in closed session to discuss matters pursuant to Section 2.2-3711 of the Code of Virginia pertaining to discussion with counsel regarding legal ramifications of various relationships with current designers Section 2.2-3711 (A)(7) of the Code of Virginia. Dr. Treadway seconded the motion. Senator Whipple called for a vote to approve the motion. The motion was approved 3-0 with Dr. Treadway, Secretary Rodrigues and Senator Whipple voting in favor. Susan Schaar and Jacqueline Hedblom were not yet in attendance. Closed Meeting Open Meeting Secretary Rodrigues moved that the Executive Committee reconvene an open meeting, and certify that only those matters permitted under Section 2.2-3711 of the Code of Virginia pertaining to discussion with counsel regarding legal ramifications of various relationships with current designers were discussed by the Executive Committee in executive session. Dr. Treadway seconded the motion. Senator Whipple called for a vote to approve the motion. Secretary Rodrigues called Charles Bennett, Director of Project Management, CBRE Richmond, on the speaker phone. Secretary Rodrigues informed Bennett that the Executive Committee was looking to engage with a project manager. Bennett responded that he is interested in taking on that role. Bennett discussed what that role would entail, including organizing efforts with vendors, leading meetings, identifying hurdles and building plans to address them. Bennett stated he would serve the Executive Committee as an advocate. Bennett discussed that his services would include evaluating the two project proposals currently before the Executive Committee. Upon request, Bennett stated his services would be at the hourly professional services rate which is still being honored from other work with the Commonwealth. At this point, the Executive Committee ended the phone call with Bennett. At this time the Executive Committee considered two proposals for the plaza contracts. The first proposal was presented by the Gilbane Building Company in Richmond. The second proposal was presented by Daniels & Company, Inc. of Richmond. Secretary Rodrigues suggested the Executive Committee get the two proposals to Bennett for consultation. Secretary Rodrigues moved that the Executive Committee again convene in closed session to discuss matters pursuant to Section 2.2-3711 of the Code of Virginia pertaining to discussion with counsel regarding legal ramifications of various relationships with current designers Section 2.2-3711 (A)(7) of the Code of Virginia. The Executive Committee voted 4-0, with Dr. Treadway absent and adjourned the meeting. ___________________________________________________ Women of Virginia Commemorative Commission Executive Committee Notes: 12/14/2016 On December 14, 2016 at 10 AM the Executive Committee of the Commemorative Commission to Honor the Contributions of the Women of Virginia met. Senator Whipple called the meeting to order. In addition to Senator Whipple, Secretary Rodrigues and Susan Schaar were in attendance. Charles Bennett, Director of Project Management for CBRE | Richmond and also Project Manager for the Commission spoke to the Committee and discussed the two proposals for the plaza design. Mr. Bennett said he will submit a formal written report at a future date. Secretary Rodrigues moved that the Committee combine resources with the Virginia Indian Commemorative Commission when Division of General Services takes soil samples from the site. Susan Schaar seconded the motion. The Committee voted 3-0 to approve the motion. Mr. Bennett continued his remarks on the two project proposals. Mr. Bennett recommended the Committee not vote on the proposals today and instead request further information on one of the proposals. Secretary Rodrigues asked Mr. Bennett to follow up with the proposals and suggested the Committee meet again on January 4, 2017 to further discuss the proposals. Senator Rodrigues moved to certify that only those matters permitted under Section 2.2-3711 of the Code of Virginia pertaining to discussion with counsel regarding various relationships with current designers and procurement of intellectual property were discussed by the Executive Committee in executive session. Ms. Schaar seconded the motion. Senator Whipple called for a vote to approve the motion. The motion was approved 3-0. The Committee adjourned. |
