HD6 - Land Application of Biosolids and Industrial Residuals
Executive Summary: As directed by the General Assembly, JLARC staff studied and reported on the land application of biosolids and industrial residuals in Virginia. Biosolids and industrial residuals are nutrient-rich materials left over at the end of sewage treatment or a manufacturing process. If they meet regulatory standards, these materials can be applied to farm and forest land as agricultural fertilizers. JLARC staff analyzed the scientific research literature on potential effects on human health and the environment of applying biosolids to Virginia farmland, and assessed the effectiveness of state agency programs in ensuring compliance with regulations.
