RD770 - Annual Report of Virginia Electric and Power Company d/b/a Dominion Energy Virginia on the Implementation of a Pilot Program for Municipal Net Energy Metering – December 1, 2022


Executive Summary:

This report will provide an annual update from Virginia Electric and Power Company d/b/a Dominion Energy Virginia (the “Company") regarding its implementation of a pilot program for municipal net energy metering (“Pilot Program") as required by Section XI. of the Guidelines for Municipal Excess Renewable Generation Pilot Program (the “Municipal Pilot Guidelines").(*1) The Municipal Pilot Guidelines were established pursuant to Chapters 746 and 747 of the 2019 Virginia Acts of Assembly and codified as § 56-585.1:8 of the Code of Virginia (the “Code").(*2) On October 22, 2020, the Municipal Pilot Guidelines were adopted by the State Corporation Commission (the “Commission") in Ordering Paragraph (1) of its Order Revising Guidelines, entered in Case No. PUR-2019-00182. The Municipal Pilot Guidelines will govern the Pilot Program for the treatment of any Municipal Customer-Generator’s excess generation, as envisioned by the Code and as described in the Commission’s Order Revising Guidelines. The Municipal Pilot Guidelines are attached hereto as Appendix A.(*3)

(*2) The Commission was directed to establish rules or guidelines for this Pilot Program in the uncodified Second Enactments of these Acts of Assembly.
(*3) Effective July 1, 2022, Chapter 388 of the 2022 Virginia Acts of Assembly amended and reenacted § 56-585.1:8 of the Code. Any revised Municipal Pilot Guidelines will be reflected in the Company’s 2023 Annual Report.
