Executive Summary:

Court Clerks

• In FY22, Court Clerks assessed $331.8M and collected $188.8M in fines and fees.
• Court assessments between FY21 and FY22 decreased by $10.2M.
• Collections by Court Clerks between FY21 and FY22 decreased by $8.4M.

Commonwealth’s Attorneys

• In FY22, total assessments(*1) of delinquent fines and fees were $147.0M.
• Assessments of delinquent restitution amounts sent to collections were $31.6M.
• Net assessments(*2) of delinquent fines and fees were $70.2M.
• Net assessments(*2) of delinquent fines and fees between FY21 and FY22 decreased by $50.5M.
• Total collections(*3) of delinquent fines and fees by Commonwealth’s Attorneys were $47.5M.
• Restitution collections in FY22 totaled $6.7M, and collections of fee offset amounts totaled $5.8M.
• Net collections(*4) by Commonwealth’s Attorneys in FY22 were $50.6M.
• Net collections(*4) by Commonwealth’s Attorneys between FY21 and FY22 decreased by $0.7M.

• Commonwealth’s Attorneys’ net assessments(*1) were:

• $95.5M in FY98;
• $181.0M in FY17; and
• $70.2M in FY22.

• Commonwealth’s Attorneys’ total collections(*2) were:

• $29.2M in FY98;
• $77.7M in FY17; and
• $47.5M in FY22.

• Commonwealth’s Attorneys’ net collections(*3) were:

• $23.0M in FY98;
• $75.5M in FY17; and
• $50.6M in FY22.

Collection Agents

• In FY22, Commonwealth’s Attorneys contracted with seven private collection agents, six localities and one state agency for the collection of delinquent fines and fees.
• Collection fee percentages ranged from 17 percent to 35 percent.
