Court Clerks

• In FY21, Court Clerks assessed $342.0M and collected $197.2M in fines and fees.
• Court assessments between FY20 and FY21 decreased by $29.5M.
• Collections by Court Clerks between FY20 and FY21 decreased by $29.4M.

Commonwealth’s Attorneys

• In FY21, total assessments(*1) of delinquent fines and fees were $192.5M.
• Assessments of delinquent restitution amounts sent to collections were $40.9M.
• Net assessments(*2) of delinquent fines and fees were $120.7M.
• Net assessments(*2) of delinquent fines and fees between FY20 and FY21 increased by $0.6M.
• Total collections(*3) of delinquent fines and fees by Commonwealth’s Attorneys were $47.7M.
• Restitution collections in FY21 totaled $7.1M, and collections of fee offset amounts totaled $6.0M.
• Net collections(*4) by Commonwealth’s Attorneys in FY21 were $51.3M.
• Net collections(*4) by Commonwealth’s Attorneys between FY20 and FY21 increased by $3.4M.

• Commonwealth’s Attorneys’ net assessments(*1) were:

• $95.5M in FY98;
• $145.8M in FY16; and
• $120.7M in FY21.

• Commonwealth’s Attorneys’ total collections(*2) were:

• $29.2M in FY98;
• $78.0M in FY16; and
• $47.7M in FY21.

• Commonwealth’s Attorneys’ net collections(*3) were:

• $23.0M in FY98;
• $73.8M in FY16; and
• $51.3M in FY21.

Collection Agents

• In FY21, Commonwealth’s Attorneys contracted with eight private collection agents, six localities and one state agency for the collection of delinquent fines and fees.
• Collection fee percentages ranged from 17 percent to 35 percent.
