Executive Summary:

Court Clerks

• In FY24, Court Clerks assessed $377.5M and collected $212.2M in fines and fees.
• Court assessments between FY23 and FY24 increased by $26.2M.
• Collections by Court Clerks between FY23 and FY24 increased by $12.4M.

Commonwealth’s Attorneys

• In FY24, total assessments(*1) of delinquent fines and fees were $159.9M.
• Assessments of delinquent restitution amounts sent to collections were $32.7M.
• Net assessments(*2) of delinquent fines and fees were $60.0M.
• Net assessments(*2) of delinquent fines and fees between FY23 and FY24 decreased by $10.2M.
• Total collections(*3) of delinquent fines and fees by Commonwealth’s Attorneys were $58.4M.
• Restitution collections in FY24 totaled $7.9M, and collections of fee offset amounts totaled $7.6M.
• Net collections(*4) by Commonwealth’s Attorneys in FY24 were $62.9M.
• Net collections(*4) by Commonwealth’s Attorneys between FY23 and FY24 increased by $12.2M.

Commonwealth’s Attorneys

• Commonwealth’s Attorneys’ net assessments(*1) were:

• $95.5M in FY98;
• $116.1M in FY19; and
• $60.0M in FY24.

• Commonwealth’s Attorneys’ total collections(*2) were:

• $29.2M in FY98;
• $63.5M in FY19; and
• $58.4M in FY24.

• Commonwealth’s Attorneys’ net collections(*3) were:

• $23.0M in FY98;
• $62.8M in FY19; and
• $62.9M in FY24.

Collection Agents

• In FY24, Commonwealth’s Attorneys contracted with five private collection agents, six localities and one state agency for the collection of delinquent fines and fees.
• Collection fee percentages ranged from 17 percent to 35 percent.
