Executive Summary: This is the first Consolidated Annual Report submitted by the Virginia Department of Environmental Quality (DEQ) to the Governor and General Assembly pursuant to § 10.1-1183.1 of the Code of Virgina. Chapter 112 of the 2024 Acts of Assembly (HB 1379) established § 10.1-1183.1 of the Code of Virginia, which became effective on January 1, 2025. This statutory provision consolidated multiple existing stand-alone reports into a single Consolidated Annual Report. Submission of the Consolidated Annual Report to the Governor and the General Assembly satisfies the statutory reporting requirements for the individual reports included in this report. As provided for in § 10.1-1183.1 of the Code of Virginia, this Consolidated Annual Report includes the following reports in each year: 1. The FY2025 Pollution Prevention Annual Report required by § 10.1-1425.17 of the Code of Virginia. This report describes DEQ’s Office of Pollution Prevention’s activities and highlights the recipients of the Governor’s Environmental Excellence Awards. 2. The Air Quality and Air Pollution Control Policies of the Commonwealth of Virginia Report, required by § 10.1-1307 of the Code of Virginia. This report details the status of Virginia’s air quality, provides an overview of air division programs, and briefly summarizes federal and state air quality programs. 3. The Virginia Annual Water Resources Report required by § 62.1-44.40 of the Code of Virginia. This report focuses on water quantity and supply, summarizing reported water withdrawals for the 2024 calendar year and identifying water withdrawal trends. 4. The 2025 Annual Solid Waste Report for CY2024 required by § 10.1-1413.1 of the Code of Virginia. This report describes the amount of solid waste managed in the Commonwealth during the preceding calendar year. 5. The 2023 Virginia Toxics Release Inventory Report required by § 10.1-1186.1 of the Code of Virginia. This report provides chemical use, release, and waste management information to the public using calendar year 2023 industry reports, which is the most recent available year of data. 6. The Eastern Virginia Groundwater Management Advisory Committee 2025 Annual Report required by § 62.1-256.2 of the Code of Virginia. The report describes the four meetings of the committee that were held from July 1, 2024 through June 30, 2025. 7. The Virginia Roanoke River Basin Advisory Committee 2025 Annual Report required by § 62.1-69.35:2 of the Code of Virginia. The committee did not meet in 2025. 8. The Roanoke River Basin Bi-State Commission 2025 Annual Report required by § 62.1-69.44 of the Code of Virginia. The commission did not meet in 2025. In addition, because this report is submitted in an odd-numbered year as provided for in § 10.1-1183.1 of the Code of Virginia, this Consolidated Annual Report includes the following reports: 9. The Evaluation of Administrative Fees for Aboveground Storage Tank Facilities, Pipeline Facilities and Tank Vessels that Store and Handle Oil required by § 62.1-44.34:21 of the Code of Virginia. This report provides an evaluation of DEQ’s implementation of the fee programs established under Article 11 (Virginia Code § 62.1-44.34:14. et seq.) of the State Water Control Law (SWCL) for aboveground storage tank facilities, pipeline facilities, and tank vessels that store and handle oil for the 2022 and 2023 fiscal years. 10. The Reduction of Toxics in State Waters 2025 Biennial Report required by § 62.1-44.17:3 of the Code of Virginia. This report documents the Commonwealth’s commitment to improving water quality, specifically in relation to chemical contamination which may induce toxic effects on aquatic life, other wildlife, or on human health. |
