RD593 - Second Biennial Code of Virginia § 10.1-1402.04 Progress Report for the Glen Lyn CCR Units – September 2025
Executive Summary: In accordance with subsection G. paragraph 1 of §10.1-1402.04 this report is to describe the owner’s or operator’s closure plan for all coal combustion residual (CCR) units (Landfill, West Sediment Pond, Aux Pond, and Bottom Ash Pond (BAP)) under SWP-222. The proposed closure plan for these CCR units describes the methodologies and sequence of events required to complete the removal of the CCR residing in each of the units in accordance with applicable standards established by Virginia Solid Waste Management Regulations (9VAC20-81). The closure plans include excavating the materials within the Units, berms, regrading, and reducing the height of the berms along the New and East Rivers. The Landfill Mining application (9VAC 20-81-385) outlined the closure plans for each of the units and has been submitted to Virginia Department of Environmental Quality (DEQ) for approval as a major modification (9VAC 20-81-600) to the existing Solid Waste Permit #222. Issuance of the permit is anticipated three (3) months follow the public hearing and comment period. In accordance with subsection B of §10.1-1402.04, APCo is in the process of designing a Solid Waste Landfill that meets or exceeds the requirements of 40 CFR 258 and 257 to manage the CCR materials that cannot be utilized for beneficial reuse from the Glen Lyn CCR units. This Solid Waste Landfill will be in West Virginia and the design permitting package has been submitted to West Virginia Department of Environmental Protection for approval and technical review is on-going. Additionally, groundwater monitoring wells that are lost during the excavation activities will be replaced with new groundwater monitoring wells. A groundwater monitoring plan has been approved by DEQ and groundwater monitoring will be conducted until the groundwater demonstrates to be at or below the DEQ approved site-specific groundwater protection standards for the required time, in accordance with the Solid Waste Permit. Closure will be considered complete once the performance standards under 9VAC20-81-810 A5 have been met. |
