RD639 - Quarterly Opioid Antagonist Distribution Report – Quarter Ending June 30, 2025


Executive Summary:

The VDH Naloxone Distribution Program distributes opioid antagonists, such as naloxone, and harm reduction test strips to eligible entities and individuals across Virginia at no cost to the eligible entities. Due to limited resources, VDH prioritizes distribution of no-cost naloxone and test strips to populations that are at high risk for witnessing or experiencing an opioid overdose, including people who use drugs (PWUD), family members, friends, and people who work directly with PWUD. VDH also distributes naloxone to organizations to maintain on site to be used by staff in the event of a suspected opioid overdose.

Chapter 725 of the 2025 Virginia Acts of Assembly - Item 277 J mandates that the Virginia Department of Health maintain a list and report on organizations that submit requests for and receive opioid antagonists through its distribution program. The report is to be submitted to Chairs of the House Appropriations Subcommittee on Health and Human Resources, House Health and Human Services Committee, Senate Finance and Appropriations Subcommittee on Health and Human Resources, and Senate Subcommittee on Health, and the Chair of the Virginia Opioid Abatement Authority, and is to be submitted quarterly.

The report contains program data for the Naloxone Distribution Program for the period of April 1, 2025-June 30, 2025. A summary of opioid antagonist orders is included below; a list of all orders received, and orders shipped is included in Appendix C.

FINDINGS

During the period of April 1, 2025-June 30, 2025, VDH processed requests from 256 unique organizations for a total of 50,537 opioid antagonist kits. During the same period, VDH shipped a total of 50,537 opioid antagonist kits to 256 organizations. Additionally, VDH shipped a total of 118 opioid antagonist kits to individuals during this time period.
