This report fulfills the requirements to implement the plan for comprehensive early childhood reporting. This report follows four years of prior reports that described the VDOE’s plan for creating a comprehensive annual report while the VDOE implemented required policy and reporting requirements. This comprehensive report is now possible due to the full implementation of Virginia Quality Birth to Five (VQB5). Note, however, that more time is needed for tracking child-specific outcomes as this can only occur as children progress through Virginia’s K-12 education system. Considering 2023-2024 was the first full year of VQB5, outcome measurements such as the Virginia Kindergarten Readiness Program (VKRP) will be available after the completion of the 2024-2025 school year.
