RD896 - Report on the Virginia Community Action Partnership Earned Income Tax Credit Initiative Virginia CASH Campaign – December 1, 2025

The twenty coalitions making up the Virginia CASH Campaign and their dedicated volunteers were well-positioned in their communities to continue the Volunteer Income Tax Assistance (VITA) services this filing season. Creating and managing multiple service delivery options has become the norm with program managers and site coordinators discovering new ways to engage new and existing volunteers and clients. Using traditional face-to-face services, drop off, virtual and Facilitated Self Assistance (FSA) models to serve clients that best suits them. Nineteen coalitions working with community volunteers received funding from the Earned Income Tax Credit grant. VACAP supports this program with its own funds and also provides Centralized Services such as marketing, communications and fund raising for VITA.

This is the first program year with additional investments from the General Assembly in the program and the results showed increased results in returns prepared, total federal and state refunds (increased by $2 million), EITC refunds (increased by $300,000), tax preparation fee savings (increased by $400,000) and total number of volunteers (increased by over 8 percent) thus providing additional leverage to serve more Virginians. The total state investment in this program yields a return of $45 for every $1 invested.

The Virginia CASH Campaign highlights from January-October 2025:

• Over $19.6 million in federal refunds
o Over 20,200 federal returns filed

• $6.5 million in EITC refunds
o Almost 3,700 taxpayers claiming EITC
o Over $4.9 million saved in tax preparation fees

• Over $4.7 million in Child Tax Credit/Additional Child Tax Credit

• $3.2 million in state refunds
o Over 15,500 state returns filed

• More than 900 Volunteers
o Over 30,000 hours of tax preparation time with a value of more than $1.7 million in volunteer hours donated to deliver this program

The state-funded $485,725 EITC Grant program (average grant to each local program is $25,500) resulted in over 900 volunteers working with 20 coalitions to provide free tax preparation and financial education services at almost 80 Volunteer Income Tax Assistance sites throughout Virginia. Many sites have experienced significant turnover in their staff who manage the program, including coordinating volunteers. The sites have continued to demonstrate local and regional leadership in making these programs national models and see the need for this service growing exponentially.
