The Virginia Board for People with Disabilities conducted two assessments for 2026: an examination of barriers to navigating the developmental disabilities (DD) waiver waiting list and an assessment of supports available for family caregivers. Together, these assessments highlight pervasive challenges faced by individuals with developmental disabilities and their families, including systemic complexity, inconsistent communication from agency staff, financial strain, workforce shortages and a lack of centralized, accessible information. The assessments also outline targeted, actionable recommendations intended to strengthen service delivery, increase transparency and improve caregiver well-being across the Commonwealth.
