Executive Summary:

The Department for the Blind and Vision Impaired (DBVI) remains committed to fostering a diverse, equitable, and inclusive environment for its employees, customers, and partners. Guided by our mission to support Virginians who are blind, vision impaired, or deafblind in achieving their goals for work, school, and life, DBVI continues to integrate Diversity, Equity, Opportunity, and Inclusion (DEOI) principles into all aspects of agency operations. Our vision of a world where individuals with sensory disabilities can fully access and contribute to their communities underscores the importance of this work.

In June 2025, DBVI submitted the 2025 Diversity, Opportunity, and Inclusion (DOI) Annual Report, along with an updated 2026 Diversity, Opportunity, and Inclusion Plan. This 2026 DEOI Report documents the agency’s progress, activities, and implementation efforts over the past year as they relate to the goals and objectives set forth in the 2026 DOI Plan. The report highlights continued improvements in workforce access and success, advancements in cultivating a welcoming and respectful culture, and strengthened infrastructure to support DEOI priorities across all divisions.

Through ongoing collaboration, accountability, and agencywide engagement, DBVI continues to strive to build a workplace where all employees feel valued, supported, and empowered to contribute their unique perspectives. This report reflects both our achievements and our continued commitment to strengthening employee experience and ensuring equitable access for employees and all those we serve.
