Executive Summary:

Report on the findings and recommendations of the stakeholder group convened to develop recommendations on modifying the timing and structure of the value-based payment (VBP) program's metric-based payment methodology, and shall consider alternatives to the existing annual retrospective lump-sum payment arrangement, and the structure and frequency of payments to ensure that the annual appropriation to the VBP program will not be overspent.
