Executive Summary:
Virginia has endured a broad range of disasters in recent history. State agencies and localities conduct preparedness planning to address disasters through prevention, protection, mitigation, response, and recovery efforts. This JLARC study focused on preparedness: Virginia’s organizational structure for emergency preparedness, the procedures followed in State and local planning, and the State’s system for managing federal preparedness grants.
