SD8 - Review of the Impact of Medicaid Rates on Access to Health Care in Virginia

Executive Summary:
Virginia’s Medicaid program funds health care services for more than one million Virginians whose income and assets fall below a certain financial threshold. Medicaid is administered by the Department of Medical Assistance Services (DMAS) and financed by the State and federal governments. In terms of spending, Medicaid is Virginia’s largest state program. The Joint Legislative Audit and Review Commission reviewed and reported on Virginia’s Medicaid program with particular attention to three factors: access to care for Medicaid enrollees, reimbursement rates to health care providers, and provider willingness to treat enrollees.
