RD265 - Annual Employment Reports for Fiscal Year Ending June 30, 2015


Executive Summary:
Section 2.2-1201, paragraph 15, of the Code of Virginia requires the Department of Human Resource Management to submit a report to the members of the General Assembly on or before September 30 of each year showing (i) the total number of full- and part-time employees, (ii) contract temporary employees, (iii) hourly temporary employees, and (iv) the number of employees who voluntarily and involuntarily terminated their employment with each department, agency or institution in the previous fiscal year.

The enclosed reports are provided in response to this Code requirement for fiscal year 2015 with one exception. The existing Code language and reporting requirements potentially conflict with contractor reporting requirements under the Affordable Care Act (ACA). DHRM has solicited specialized legal counsel (Troutman & Sanders) to advise us regarding the application of ACA regulations, especially those pertaining to reporting requirements, to the complex organizational structure and workforce in State government. Because the ACA reporting instructions have not been finalized, counsel cannot issue reporting guidance. Therefore, DHRM is temporarily deferring contractor counts for FY 2015. Inclusion of contractor counts will resume as soon as possible.

Two of the attached reports provide the numbers of salaried, hourly, and adjunct faculty employees by branch of government and by agency, respectively. A third report displays the number of approved positions for constitutional officers and their employees. The final report provides the number of voluntary and involuntary separations, by agency, for agencies with positions on the Personnel Management Information System (PMIS).
