Executive Summary:

Annual status report on the success of the Online Virginia Network Authority in (1) serving adult learners, nontraditional students, and other students seeking access to an online degree program; (2) reducing costs relative to a traditional degree; (3) reducing the unit cost of providing online education; (4) using tuition revenue from online students to support the cost of the initiative; (5) partnering with those currently providing online courses; and (6) utilizing only existing financial aid programs.
