Executive Summary: Virginia House Bill 2278 (HB2278) requires all local school divisions to conduct a comprehensive review of accessibility challenges-both physical barriers in buildings and limitations in programmatic access-for individuals with disabilities. The goal is to inform the General Assembly of necessary facility improvements. Caroline County Public Schools (CCPS) completed a comprehensive review of physical accessibility of all school owned buildings and grounds for compliance with American Disabilities Act standings. CCPS also conducted a survey of all staff to gain additional insights from staff who are in our buildings on a daily basis. In addition to these two recently completed tasks, CCPS was able to consult independent Facility Condition Assessments reports completed in 2024 by RRMM Architects on all school buildings. As required, these documents collectively addressed: (i) physical accessibility challenges in all school buildings and grounds (ii) challenges in access to programming and support; (iii) the plan to eliminate barriers; and (iv) how state agencies can assist. CCPS operates from a foundation of historical compliance: All Caroline County Public Schools facilities, as of their initial construction or most recent comprehensive renovation, met the applicable Americans with Disabilities Act (ADA) standards at that time. Furthermore, CCPS proactively provides necessary accessibility arrangements on an individual basis as needed for students, staff, and visitors. |
