RD675 - Information Technology Access Act ICT Accessibility Remediation Status and Funding Plan – October 1, 2026

Executive Summary:

This Virginia Department of the Treasury (Treasury) report summarizes the current information and communications technology accessibility status, planned remediation approach, and the estimated remediation costs to comply with Information Technology Access Act. Treasury has inventoried 27 information and communications technology (ICT) systems into a three tired system and identified 4 tier-one (highest priority), 14 tier-two (moderate priority), and 9 tier-three (low priority) systems.

Treasury’s remediation strategy distinguishes between Treasury-controlled applications and vendor-controlled COTS/SaaS products. Thirteen inventoried systems have been identified as in-house and in scope for remediation. The remaining COTS and SaaS products are expected to be managed primarily through vendor accessibility documentation (including VPAT/ACR review), procurement and contract requirements, and vendor remediation rather than Treasury source-code changes.
