The Six-Year Capital Outlay Plan Advisory Committee provides the following capital outlay projects and descriptive information to constitute the Commonwealth's capital outlay plan, pursuant to Item 2-0, paragraph Q, of Chapter 725, 2025 Acts of Assembly (2025 Appropriation Act), and § 2.2-1518 of the Code of Virginia, for the capital projects supported entirely or partially from the general fund for the six-year period beginning July 1, 2025.

The plan reflects projects that have been legislatively authorized for planning only, as well as one existing instance representing obligations for future phases that have not yet been authorized for projects where an earlier phase was previously authorized for construction. The plan does not include projects or portions thereof that were previously funded and authorized to proceed to construction. Where available, estimates provided by the Department of General Services’ Division of Engineering and Buildings were used to determine cost categories; otherwise, agencies’ capital budget request submissions were used.

This plan amends the six-year capital outlay plan as previously reported by the Committee in order to reflect capital actions in the 2025 Appropriation Act. Only projects newly authorized for planning have been added to the plan as compared to the plan previously reported on November 12, 2024, that was consistent with capital authorizations in Chapter 2, 2024 Acts of Assembly, Special Session I, and prior Appropriation Acts, based on the same methodology. No new additions were made representing obligations for future phases that have not yet been authorized for projects where an earlier phase was authorized for construction. Two projects were removed that represented future phases that had not yet been authorized due to the length of time these projects had remained in the plan without being acted upon.
